It's people that provoke change
It's people that can change things, not governments. They may not always know how, but a letter to a member of Parliament, participating at a concert, or speaking out in the midst of indifference, will always have more impact than money. During the Second World War, it's people who saved Jews, not governments. In the US, it's people, like Rosa Park or Martin Luther King, that led to the change of racial laws, not the government. In Africa, change must also come from the people.
